Section 2-44-085 (the ARO) of the Municipal Code of Chicago (MCC) sets out Applicability standards in Sections (C) and (D). The ARO Rules provide clarification, where needed.
The purpose of the MTSP is to reduce segregation and encourage integration in housing by promoting fair housing choice regardless of race, color, sex, gender identity, age, religion, disability, national origin, ancestry, sexual orientation, marital status, parental status, military status, and source of income. This Affirmative Fair Housing Marketing and Tenant Screening Plan provides instructions on how to develop an effective MTSP.
The affordable rents for each level of Area Median Income permitted under the ARO determined by utility allowances set by the Chicago Housing Authority and income limits set by the US Department of Housing and Urban Development

Submit this completed form to the Department of Housing (DOH) prior to your marketing meeting with DOH. Your units will be included in the DOH Rental Housing Resource List. Page 1 may be disseminated publicly to share contact information on the ARO website.
The Annual Owner Certification (AOC) is only required during the 30-year affordability period, which begins once DOH LTM division has confirmed that all required ARO units designated in the Inclusionary/Affordable Housing Agreement (IHA/AHA) have been initially leased.
