For Property Managers and Leasing Agents
Once the Developer or Property Manager has scheduled the ARO site visit and at least 90 days prior to beginning to market the units, Property Managers/Leasing Agents must:
- Complete ARO Affirmative Fair Housing Marketing and Tenant Screening Plan (MTSP) Rules Training
- Complete and submit Exhibit A: Affirmative Fair Housing Marketing Plan to ARO staff
- If needed, schedule a marketing intake meeting with ARO staff
- Complete ARO Intake Application Process Training led by DOH Long-Term Monitoring Compliance (LTMC)
- If needed, schedule a meeting with DOH LTMC staff
- Once the intake meeting(s) is complete and the Property Managers/Leasing Agents thoroughly review the ARO MTSP Rules, the developer may begin reviewing tenant application packets
- Submit copies of the fully executed leases to LTMC to verify the affordable rents
- If ARO units are off-site units:
- After all off-site units are leased at affordable rents to income-qualified tenants, DOH staff releases the property and triggering property’s Developer from the off-site location’s ARO obligations
- Once the final affordable unit is leased, the 30-year affordability period begins
- DOH LTMC staff will issue an Affordability Commencement Letter after the date of the issuance, and an Annual Owner Certification (AOC) will be requested by DOH LTMC the following year.
