Federal Priorities
Plan 2.0 is aligned with the direction of two key federal actions – the federal strategic plan to end homelessness and the passage of the HEARTH Act. In 2010, the U.S. Interagency Council on Homelessness (USICH) released Opening Doors, the federal strategic plan to end homelessness.
To accomplish these goals, USICH works with federal partners to prioritize funding and develop benchmarks and criteria to demonstrate an end to homelessness for each population – so far they have done so for Veterans and Chronic – and this shapes our focus as a system.
