DESCRIPTION: Department of Family and Support Services (DFSS),
[Shelter Placement and Resource Center (SPARC)]
The Department of Family and Support Services (DFSS) Homeless Services Division is seeking applications for an operator of a 24 hours, 7 days a week center known as the Shelter Placement and Resource Center (SPARC). The SPARC will serve single adults experiencing homelessness and will provide shelter intake support, diversion services, homeless resources support, and an overflow sleeping area for clients waiting for shelter placement. DFSS is looking for an agency with direct experience supporting individuals experiencing homelessness and a deep understanding of Chicago’s crisis response and homeless services system to lead operations and management of the SPARC at a City-designated site.
The term of contract(s) executed under this RFP will be from July 1, 2025 – December 31, 2026. Based on need, availability of funds and contractor performance, DFSS may extend this term for up to 4 additional years with each extension not to exceed one year. Continued support will be dependent upon the selected Respondent’s performance and the continued availability of funding. DFSS anticipates funding one delegate agency. We anticipate that each award will be between $9,500,000 and $10,500,000 per year depending on the proposed program.
