[The Chicago Legal Protection Fund 2.0: Legal Services for Immigrants RFP]
The Department of Family and Support Services (DFSS) seeks proposals for The Chicago Legal Protection Fund 2.0: Legal Services for Immigrants program, which aims to provide Chicagoans who are immigrants with legal services to maintain and obtain legal residency, without regard to refugee status, documented residency, or citizenship status.
The purpose of this RFP is to identify a lead organization for Legal Services which will be responsible for all activities outlined in the RFP. If the Respondent proposes using one or more subcontractors for services described in the RFP, each sub agreement shall provide that the Respondent, not the subcontractor, is solely responsible for program requirements. This restriction shall apply to all subcontractors, whether or not they are a nonprofit charitable organization. Subcontractors are not required to be nonprofit charitable organizations; however, they are required to adhere to all standards of Uniform Guidance that apply to subrecipient organizations.
This project is being supported in part by federal award number 21.027 awarded to the City of Chicago by the U.S. Department of the Treasury. DFSS anticipates awarding funding to one lead organization for Legal Services at $1,800,000. A separate RFP (“The Chicago Legal Protection Fund 2.0: Community Outreach and Navigation” – RFQ #14559) has been released for a lead organization for the Outreach and Navigation components of the Legal Protection Fund 2.0 Program. Agencies may apply for one or both RFPs).
The term of agreement executed under this RFP will be from January 1, 2025 – December 31, 2027. Based on need, availability of funds, and subrecipient performance, DFSS may extend this term for up to two additional years with each extension not to exceed one year. Continued support will be dependent upon the selected Respondent’s performance and the continued availability of funding.
