Request for Proposals (RFP)

The Home Repair Program RFP is seeking administrators to provide a variety of home improvements that may include roof or porch repair/replacement, remediation of environmental health hazards, and climate resilient adaptations such as flood control, air conditioning, energy efficiency boiler and furnaces, insulation, solar energy and decarbonization. The service provider’s role is twofold: 1) to perform application administration and 2) construction management oversight of construction contractors. An amendment to the original proposal allows general contractors to now apply to provide construction management services.

Evaluation Criteria

Proposals will be evaluated and selected based on the applicant’s organizational capacity, proposed program cost and budget, and commitment to health and racial equity.

Pre-Bid Forum

DOH hosted a pre-bid forum from 9 to 11:00 a.m. (CST) on Thursday, Jan. 26, 2023 at 2 N. LaSalle St., Chicago, IL, Mezzanine Conference Center in the Great Fire room.

A virtual pre-bid forum was held from 10 a.m. to noon on Wednesday, Feb. 15, 2023.
