Multi-Family Financial Assistance Applications
The Department of Housing invites housing developers to apply for public funds and other subsidies to build and rehabilitate affordable rental properties in the City of Chicago.
The Multi-Family Financial Assistance Application includes developer assistance programs such as federal Low-Income Housing Tax Credits (LIHTC), Tax Increment Financing (TIF), tax exempt bonds and other state and local funds. Applications and related materials are available below.

Letters of Support
The Department of Housing accepts requests for a letter of support for IHDA, FHLB and other non-City funding applications on a rolling basis. In order to review and make a determination, the request should include the following:
- Project Narrative
- City of Chicago Pro Forma
- Renderings/Elevations
- Property Index Numbers (PINS) and addresses for City-owned land
Review and approval procedures also require a meeting to present your proposal. Complete the request form to submit your request and set up a meeting.
A decision approving or denying your request will be made within two weeks after your scheduled meeting. Incomplete requests will not be considered for review and should be considered denied. Any letter of support is subject to DOH Policies and Procedures and City Council approval.

The Department of Housing will not be hosting any intake meetings until after the 2023 LIHTC funding round closes on July 7th. Intake meetings will resume the week of July 10, 2023.
Additional Multi-Family Financing Applications
- Cook County Class 9 Program offers a 50% reduction in assessments and taxes to developers who complete major rehab on multifamily buildings and keep rent below certain levels.
- Cook County Class S Program is a tax Incentive that preserves project-based Section 8 multifamily rental housing as decent, safe and affordable options for low- and moderate-income households in Cook County.
