Youth Enrichment CHA Summer Program RFP

 

The DFSS Enrichment Chicago Housing Authority (CHA) Summer Program Request for Proposals (RFP) seeks to provide funding for delegates to implement safe, supportive, interactive, and engaging development activities for youth, ages 6 -21 who reside in in CHA properties or who are currently included on a lease in CHA public housing (e.g. family, mixed income, scattered site, senior properties) or renting in the private market through CHA’s Housing Choice Voucher program (formerly known as Section 8).  This RFP targets youth who are residents of CHA in Douglas, Grand Boulevard, Near West Side, Riverdale, Roseland, and Washington Park.  

 

All Enrichment CHA Summer delegates will provide youth with meaningful and enriching programming that leads to young people feeling safe and supported by trained practitioners; builds and reinforces social, emotional, and cognitive skills; develops positive relationships and belonging with peers and adults; and provides leadership opportunities. Ultimately, the Enrichment portfolio is seeking to enact policies and practices to engage and support Chicago communities and change the odds for children and youth by implementing best practices at the point-of-service.

 

This RFP seeks respondents that can serve targeted community areas: Douglas, Grand Boulevard, Near West Side, Riverdale, Roseland, and Washington Park; collaborative applications are strongly encouraged.  Awards will be made by community area. Respondents must submit one application for each community area for which they wish to apply.  Respondents seeking funding for multiple sites in different community areas are required to apply for each community area separately.  DFSS will make recommendations for contract awards by community area balancing program location, target population, age group, and program specialty area. Respondents can only apply for a community area in which they can demonstrate a physical address.

 

The term of contract(s) executed under this RFP will be from May 1, 2023, through December 31, 2024. Based on need, availability of funds and contractor performance, DFSS may extend this term for up to one additional year. DFSS anticipates that each award will start at $24,000, with a rate of $1,200 per youth and a minimum of 20 youth per program. DFSS anticipates funding up to 14 delegates.

 

This is a competitive process open to all entities:  non-profit, for-profit, faith-based, private, and public, all units of government and sister agencies.

Current contractors need only to start an application via their existing iSupplier/eProcurement account.

 

All vendors must have a Federal Employer Identification Number (FEIN) and an IRS W9 for registration and confirmation of vendor business information.
