Howard Street Land Use Planning

In March 2025, Ald. Maria Hadden (49th) introduced ordinances to City Council to rezone approximately 80 properties along the Howard Street corridor between Western Avenue and Sheridan Road.

The proposed changes are the result of community goals for more consistent land use regulations that promote walkable, neighborhood-oriented uses.

The proposed changes were informed by multiple planning efforts in recent years, including a year-long community visioning process in 2023 that produced the One Howard Street Economic Recovery Plan in collaboration with the Rogers Park Business Alliance and the city of Evanston. Potential implementation strategies were shared at an October 2024 community open house and well received by attendees.

General details about about the proposed zoning changes are available on the information boards from the October 2024 open house. The zoning changes could be approved by the full City Council on April 16, 2025.
