466 W. Cermak Road

The City of Chicago is seeking proposals for the redevelopment of .95 acres of vacant, City-owned property in the Pilsen Industrial Corridor.

Located along 200 feet of riverfront property at 466 W. Cermak Road, the site presents a unique opportunity to create an equitable, transit-oriented development in Armour Square that's in close proximity to Chinatown, the Cermak-Chinatown CTA station, and the Cermak Road Bridge Historic District. The site is valued at approximately $1.16 million. 

A selected development team is expected to finalize and implement a vision that meets the City’s development goals for the site as outlined in the RFP. Development team responsibilities include site planning, architectural design, entitlements, securing one or more tenants, environmental remediation and other needs, including coordination with CDOT for the planned realignment of the adjacent Canal Street right-of-way.

Responses are due June 30, 2025. A selected team will be expected to begin vertical constructionin 2026.

The site is zoned Planned Manufacturing District (PMD) 11. Subarea B, which permits redevelopment for commercial, industrial, restaurant, grocery, office, artist workspaces and other uses. A pre-submission webinar for developers and the general public will be held at 10:30 a.m. Tuesday, April 15. Questions submitted after the webinar will be compiled in an online FAQ to be updated at regular intervals until June 1, 2025.

How to Apply

Interested development teams must submit proposals through the City's ChiBlockBuilder website by 11:59 p.m. Monday, June 30, 2025.

Schematic design drawings are not required at this time. However, respondents are asked to provide conceptual proposals for the site. City staff will review applications and conduct evaluations based on the evaluation rubric outlined in the RFP.

After reviewing RFP submissions and pre-qualifying applicants, DPD and Ald. Nicole Lee (11th) will co-host a public meeting for respondents to present their qualifications and development concepts to the community. Presentations will include a slideshow to be posted to DPD's website. DPD will also solicit public feedback through an online survey.
