DESCRIPTION:  Department of Family and Support Services (DFSS),

[Year-Round Employment RFP]

The Department of Family and Support Services (DFSS) seeks to engage experienced organizations with a proven track record in providing employment services for youth ages 16-24 facing various barriers to employment. The primary goal is to address the challenges Chicago's youth are faced with, including unemployment.

DFSS anticipates funding 9 - 12 agencies across all sites, with each agency receiving between $323,673- $647,346 in one equity zone, depending on the size of their proposed program. DFSS budgets $323,673 for a minimum of 25 youth and 1 youth coordinator or 1 leadership coach. Should respondents apply for more than the minimum 25 youth, they can plan to increase their budget in increments of approximately $323, 673 for each additional increments of 25 youth and 1 youth coordinator or 1 leadership coach. 

The term of contract(s) executed under this RFP will be from March 1, 2025 – December 31, 2025. Based on need, availability of funds and contractor performance, DFSS may grant up to (2) extensions, each lasting no more than one additional year. Continued support will be dependent upon the selected Respondent’s performance and the continued availability of funding.

A note about the City’s eProcurement System:

Current contractors need only to start an application via their existing iSupplier/eProcurement account. 

All vendors must have a Federal Employer Identification Number (FEIN) and an IRS W9 for registration and confirmation of vendor business information.

A Pre-Proposal Webinar will be held on January 14, 2025 at 10am. Attendance is not mandatory but is strongly suggested.
