One of Chicago's first Tax Increment Financing districts, the Ryan/Garfield TIF was created to foster the commercial redevelopment of 10 acres of vacant land at Wentworth Avenue and Garfield Boulevard in the Washington Park community. Located between the Dan Ryan Expressway and the former Robert Taylor Homes public housing complex, the district provided resources for a new retail center featuring a grocery store, adjacent retail establishments and several stand-alone commercial structures that provide goods, services, and employment for nearby residents. Funds were targeted site preparation, utility relocation, street and sidewalk improvements, security features, traffic signalization, and job training. Having completed it's purpose, the TIF was terminated in 2008.
