At the time of its designation, the 58-acre Roosevelt/Union TIF was characterized by numerous dilapidated, deteriorated and obsolete commercial buildings and a significant number of vacant parcels. Located on the Near West Side, many of the area's right of ways and vacant parcels were occupied on Sundays by vendors associated with the historic Maxwell Street market. The purpose of the TIF is to create a mechanism to allow for the planning and financing of a new mixed-use neighborhood containing retail uses, single- and multi-family housing, institutional facilities, parking and open spaces. The initiatives are intended to foster a new, cohesive neighborhood that supports the ongoing expansion of the nearby University of Illinois-Chicago campus. Funds are targeted for public improvements, land assembly, demolition and site improvements, rehabilitation of existing structures, job training and relocation assistance.
