Irving/Cicero TIF

Located within the Portage Park community, the 24-acre Irving/Cicero TIF district is characterized by a variety of retail and commercial structures along major arterials that in previous decades served as the Northwest Side's most vibrant shopping district. Ongoing disinvestment since the 1980s has left many storefronts vacant, and the TIF was designated to help restore retail vitality and to support residential investments on adjacent side streets. Goals include the arrangement of land use activities in compatible groupings that enhance the relationships of existing and future businesses and to help support mixed-income housing investments. Funds are targeted for land assembly and preparation initiatives, rehabilitation and renovation costs, improvements to streets and public-right-of-ways, and environmental remediation where necessary.
