Encompassing the Chicago Housing Authority's historic Julia C. Lathrop public housing complex, the proposed Diversey/Chicago River TIF district is characterized by residential buildings and open spaces that were originally developed in 1930s. The 21-acre complex has been recognized by the National Register of Historic Places as one of the largest and best executed examples of the country's first phase of public housing. The proposed district is generally bounded by Damen and Clybourn avenues, Leavitt Street, Diversey Parkway, the Chicago River, and various public right-of-ways. The district is primarily intended to support the preservation and rehabilitation of the Lathrop housing complex and promote the creation of new residential and commercial structures.
