The planning process was initiated in 1993 with a greant from the Chicago Community Trust. The original planning partners included the City of Chicago, Chicago Park District and the Forest Preserve District of Cook County. Chicago Public Schools joined the partnership in 1996. Additional participants included numerous open space agencies, community groups and civic advocates.
