For most repair projects and some remodeling projects that are eligible to use the Express Permit Program, documents prepared by a licensed architect or engineer are not required as part of the permit application. For any project that requires a plan-based building permit, you must hire an Illinois-licensed architect or engineer to prepare the plans (construction documents) that will be submitted as part of the permit application. For most projects, you must hire an Illinois-licensed architect or structural engineer. Illinois-licensed professional engineers are only allowed to prepare construction documents for a limited range of projects. The architect or engineer that you select will be responsible for determining the zoning and construction code requirements that apply to your property and project.
