License Overview
Sale of general retail merchandise such clothes, cosmetic products or gifts at a brick-and-mortar store requires a Limited Business License.
Related Licenses
A food license is required to sell food.
A Peddler or Mobile Merchant license is required for sale of general merchandise from a vehicle or cart.
A Secondhand Dealer License is required for sale of certain secondhand merchandise.
Sale of any merchandise that is specially regulated such as tobacco, fuel, or liquor requires a specialized license.

Licensing Application Steps
- Submit initial business information in person or online
- Receive zoning approval from the City
- Complete and submit a full license application
- Make payment for the license
- Receive license once all requirements are met

Operating Requirements
- Retail sales of general merchandise pursuant to a Limited Business License must be conducted out of a brick and mortar location.
- Retail sales are prohibited in residentially zoned districts.
Renewal Requirements
A Limited Business License for retail sales is issued for a period of two years and must be renewed prior to expiration. For renewal information, see the Renewal page.
