Short Description: This rule creates socio-economically disadvantaged areas (SEDA) in the City of Chicago. The SEDAs are based on Census tracts using four data points, weighted equally: median household income (lowest to highest), poverty rate (highest to lowest), unemployment rate (highest to lowest) and high school graduation rate (lowest prioritized). This rule was last updated in 2024.
