The Freedom of Information Act (FOIA) is a state law that provides citizens with access to public records. Each City department is a separate agency responsible for maintaining its own records, so requests should be submitted to the department that maintains the records you want.
All Freedom of Information requests submitted to City of Chicago departments must include the following information:

2)A description of the records that are being requested.

A short summary of its purpose:
The mission of the Chicago Office of Emergency Management and Communications (OEMC) is to manage incidents both emergency and non-emergency, coordinate events, operate communications systems, and provide technological support to the City of Chicago. Specifically, the OEMC is tasked with operating the 911 Call Center and 311 City Services, coordinating traffic management, managing incidents, directing emergency an non-emergency events, and providing technology, among other forms of support to City departments.
