The Department of Procurement Services (“DPS”) is the contracting authority for the procurement of goods and services for the City of Chicago. DPS also administers the certification of Minority and Women-owned Business Enterprises, Disadvantaged Business Enterprises, Airport Concession Disadvantaged Business Enterprises and Business Enterprises owned or operated by People with Disabilities. DPS monitors contract compliance, and also facilitates the sale of the City’s surplus equipment and scrap through the Online Surplus Auction Program. All requests for records must be made in writing and must include a description of the records that are requested. Please include your name, your email or mailing address, and a daytime telephone number. If you seek records for a commercial purpose, you must disclose that fact in your request.
Submit a FOIA request online
Most of the FOIA requests received by the Department of Procurement Services (DPS) ask for information that is available on the DPS website. Before you make a FOIA request, please search the DPS website to save yourself time and money. The City charges for any copies that exceed 50 pages.

DPS reserves the right to charge any fees allowed by section 6 of the FOIA. If you seek a fee waiver under the Act, please state the specific purpose for your request and explain how a waiver or reduction in fees would be in the public interest. Please note that it is within DPS’s discretion whether to grant the waiver.
