CHA 3 (2022) Roosevelt and Loomis ERR
The following document is related to a Chicago Housing Authority (CHA) proposed long-term lease undertaking known as the Roosevelt and Loomis project. The City of Chicago Department of Fleet & Facility Management (2FM) is currently performing an environmental review of the proposed project under National Environmental Policy Act (NEPA) regulations.
The Chicago Housing Authority (CHA) proposes to execute a 40-year long-term lease (a de-facto disposition) with the Chicago Fire Football Club for approximately 25 acres of CHA owned property consisting of vacant land located in an area generally bounded by W. Roosevelt Rd. to the north, the alley due east of S. Ashland Ave. to the west, W. 15th St. to the south, and S. Loomis St. to the east, in Chicago, Cook County, Illinois. On the proposed leased property, the Chicago Fire Football Club would redevelop the land into a private performance center, associated practice fields, and parking. Since the undertaking involves federal land, the CHA owned property, the U.S. Department of Housing and Urban Development (HUD) requires federal environmental review under NEPA. In accordance with 24 CFR Part 58, 2FM has received HUD delegated authority to provide environmental review responsibilities under NEPA.
