Mayor Brandon Johnson Launches Transparency Site Showing Road to Recovery Plan Spending and Impact

The website aims to provide financial transparency and reporting for American Rescue Plan Act (ARPA) spending and illustrate equitable program impact

CHICAGO — Today, Mayor Brandon Johnson and the Office of Budget and Management (OBM) launched the City of Chicago ARPA Information Hub, a new website for the Road to Recovery Plan. Featuring interactive dashboards and comprehensive information on all 50 community programs, this website demonstrates the transformative impact of the Road to Recovery Plan across Chicago.

“When we launched the Road to Recovery Plan in April of this year, we promised to launch a new website to provide the highest level of transparency around this historic initiative,” Mayor Brandon Johnson said. “My administration has worked tirelessly to ensure that the $576 million funding community programs maximizes the impact of these one-time funds to invest in our people, communities, and businesses, while ensuring sustainability post-ARPA. With this new website, visitors can look at the data using interactive dashboards and see exactly how money is being spent to transform underserved and disinvested communities impacted by the COVID-19 pandemic.”

Earlier this year, Mayor Johnson released the 2024 Road to Recovery Plan Performance Report outlining the transformative use of $1.887 billion in federal funds aimed at uplifting the City’s most vulnerable communities. The detailed document highlighted the progress achieved during the first full year of his Administration’s oversight of the City's strategic use of $1.887 billion in State and Local Fiscal Recovery Funds (SLFRF) from the American Rescue Plan Act (ARPA) to support recovery efforts from the COVID-19 pandemic. Now, City residents can access more details about the plan spending and track progress of SLFRF-funded programs. Funds must be fully obligated by December 31, 2024, and fully expended by December 31, 2026.

“This website reflects the significant collaboration across the City to provide transparency as the City works to spend these ARPA dollars wisely and effectively,” City of Chicago Budget Director Annette Guzman said. “Visitors will be able to see how we allocated and spent every dollar to provide critical recovery services in their communities.”

The City of Chicago ARPA Information Hub contains an overview dashboard, showing spending across all six Policy Pillars, as well as a dashboard displaying actual spend over time to track progress toward 100% obligation and 100% spend by U.S. Treasury deadlines.

Additionally, the website features pages outlining each Policy Pillar, with a financial dashboard, program descriptions, links to services, and a variety of content demonstrating impact, including photos, videos, impact statements, and spotlight metrics. The City of Chicago ARPA Information Hub dashboards will be updated quarterly with the latest financial data and all source data will be available in the Open Data Portal. The website will feature additional content and impact data as programs progress, as well as quarterly and annual reporting required by the U.S. Treasury.
