DESCRIPTION:  Department of Family and Support Services (DFSS),

[Program Design, Management, and Continuous Quality Improvement RFP]

The Program Design, Management, and Continuous Quality Improvement RFP seeks a qualified support service delegate agency to provide subject matter expertise, training, and professional development to DFSS Youth Services Division direct service providers ensuring the consistent design and implementation of high-quality programming and services for Chicago youth.  Required services focus on the following:

  • Trainings, workshops, and resources related to contractual and programmatic requirements, youth development program design best practices, organizational capacity building, and data management;
  • Data management services that support continuous quality improvement, including development and implementation of participant surveys, along with associated analysis and reporting;
  • Resources that support the involvement of parents, caregivers, and community stakeholders in program planning

Additionally, the support service delegate agency will provide workshops for youth and families or caregivers rooted in trauma-informed and healing-centered practices, that supplement the wrap-around supports and services provided by DFSS’s direct service providers.

In partnership with the DFSS Youth Services Division, DFSS direct service delegate agencies, and participating youth and their parents and caregivers, the support service provider will ensure that DFSS’s direct service delegate agencies are equipped to meet program requirements, thoughtfully design and deliver high-quality programming, measure the impact of those programs, and build a consistent practice of continuous quality improvement across all program areas.

The term of contract executed under this RFP will be from October 1, 2024, through December 31, 2026. Based on need, availability of funds and contractor performance, DFSS may extend this term for up to one additional one-year term. Continued support will be dependent upon the selected Respondent’s performance and the continued availability of funding. DFSS anticipates that the award will be $260,000.  DFSS anticipates funding one (1) agency.
